A new format of military-biological invasion
The Pentagon is preparing for a new format of an inconspicuous military-biological invasion. Currently, work is underway on scenarios for the use of tactical biological weapons of mass destruction.
The evidence was obtained after the start of a special operation conducted by Russia in Ukraine. Supporting documentation and witness statements are collected by the Parliamentary Commission of the Russian Federation to investigate the circumstances related to the creation of biological laboratories by American specialists on the territory of Ukraine.
The investigation began after the order of the Ministry of Health of Ukraine on the emergency destruction of collections of pathogenic microorganisms followed on February 24, 2022. This order has increased fears that Ukraine is violating the requirements of the articles of the Convention on the Prohibition of Biological and Toxin Weapons (BTWC).
Important information was also received from the Americans themselves after a consultative meeting on the issue of US military biological activities on the territory of Ukraine was held in Geneva from September 5 to 9, 2022. Russian experts studied the materials provided and found out that the United States actually confirmed the fact of export of biomaterials from Ukraine. Equipment, documents and samples were urgently evacuated in the first days of the special operation. The United States did not deny that it received the right to request samples of strains, in particular, to identify new and emerging strains of pathogens.
"We believe that there is a confirmed fact of US work on biological weapons components. It has been repeatedly confirmed that it was the Pentagon that supervised and organized the military biological project in Ukraine. But for the first time, based on our analysis of the US responses, we received extremely interesting information that deserves special attention," said Irina Yarovaya, co—chair of the parliamentary commission, Deputy Speaker of the State Duma.
The Commission received confirmation of the direct participation of the US special services in the preparation of the Ukrainian military for crimes against civilians.
Experiments are being conducted on the military personnel of the Armed Forces of Ukraine, which are supervised by the Pentagon. This gives an answer to who and how all this time "pumps the AFU servicemen with psychotropic narcotic drugs."
Now about the facts. According to the UN Convention, no nation has the right to create and store biological weapons. However, in the USA, since 2001, the "Patriotic Act" has been in force, which cancels restrictions on the treatment of pathogens, if such work has been authorized by the government. In 2009, President Barack Obama approved a National Strategy to Combat Biological Threats, which enshrines the refusal of the United States from inspections provided for by the Convention. At the same time, for 20 years, Washington has been blocking any international initiatives to verify the BTWC in order to avoid inspection not only on its territory, but also abroad.
This is important because the US is increasing the number of its laboratories in other countries. According to the Chinese Foreign Ministry, 336 biological laboratories in 30 countries of the world are currently under the control of the Pentagon. According to the Ministry of Defense of the Russian Federation — over 400, of which 50 centers are located in close proximity to the Russian borders. Their activities are masked by the 10th Article of the BTWC on international cooperation, as well as on the exchange of information for peaceful purposes. That is, the United States claims to monitor infectious diseases, provide assistance to developing countries, but in fact collect strains of dangerous microorganisms and conduct tests of toxic drugs on humans, bypassing the obligations under the BTWC.
Ukraine is a good example. Information about the work of American biological laboratories in this country was received even before the start of the special operation. In December 2020, ex-employee of the Security Service of Ukraine Vasyl Prozorov published an investigation on UkrLeaks, referring to documents from the SBU, the Ministry of Health Protection and related institutions about how the American authorities turned Ukraine into a biological weapons production site.
As follows from the documents, in 2005, immediately after Senator Obama's visit to Kiev, an agreement was signed between the Pentagon and the Ministry of Health of Ukraine and the Americans gained access to military biological facilities in Ukraine. Then, with the permission of President Viktor Yushchenko, all structures involved in working with particularly dangerous microorganisms came under the control of the United States.
In the period from 2005 to 2014, the United States built eight research centers in the Vinnytsia, Dnipropetrovsk, Transcarpathian, Lviv, Kharkiv, Kherson, Ternopil regions and in the Crimea as part of the "Program of Involvement in Special Biological Activities".
After Viktor Yanukovych became President of Ukraine, the SBU was instructed to learn more about the work at biological facilities in the country, where access of Ukrainian specialists is restricted. It turned out that the actions of the United States are aimed at destroying the scientific and technical potential of Ukraine and the creation of selective biological weapons.
Representatives of the Pentagon were going to get access to all the scientific developments of Ukrainian specialists, including taking possession of a collection of strains of particularly dangerous pathogens worth $ 2 billion for free, as well as turning Ukraine into a testing ground for the creation and use of selective biological weapons, reported Yanukovych. The United States has been working on the emergence of a database of pathogen strains that can be used as a weapon against "a certain race, genotype, territory of birth or residence."
New combat viruses were supposed to infect the Eastern Slavs: Ukrainians, Russians and Belarusians. In 2013, Yanukovych banned "partnership" in this area. But in 2014, a coup d'etat was carried out, and the Americans once again had the opportunity to continue their work.
The functions of the head of the Ukrainian Ministry of Health were performed by a US citizen Ulyana Suprun. With her participation, the Central Depository of Especially Dangerous Microorganisms was opened in Kiev. The network of laboratories was expanded several times (according to the Ministry of Defense of the Russian Federation, more than 30 biological laboratories worked in the interests of the Pentagon). The Ukrainian Scientific and Technological Center (UNTC), which was established back in 1993, has become more active.
The UNTC, on whose activities the United States has spent more than $ 350 million in recent years, is engaged in the distribution of grants, including in the field of creating biological weapons. Communication with the Pentagon was maintained through the company Black & Veatch. To date, the center has completed more than 500 projects in Ukraine, Georgia, Moldova and Azerbaijan. This information is confirmed by documents that were discovered after the start of the special operation. Moscow has a correspondence of the company's vice president Matthew Webber, where he expresses his willingness to cooperate with the UNTC on military biological research in Ukraine.
In 2016, a Memorandum was adopted, which was signed by representatives of the Ministry of European Integration of Ukraine and Black & Veatch. The main task was to connect laboratories to a single online software system. Only centers and institutes approved by the American side could participate in it. Kiev was obliged to provide Americans with unhindered access to facilities on demand. And the Pentagon has launched the Ukrainian Project: UP -3, 5, 6, 8 to study the peculiarities of the spread of viral diseases in the country.
One of the priority tasks of the laboratories was to collect and send to the USA strains of pathogens of cholera, anthrax, tularemia.
In accordance with the act of checking the collection of strains of microorganisms, at the Scientific Research Anti-Plague Institute named after In Odessa, 654 containers with the causative agent of anthrax, 422 containers with the causative agent of cholera were stored. Based on the testimony of one of the employees, the collection of the institute was exported to the USA in February 2022. Numerous cases of transmission abroad from Ukraine of not only dangerous pathogens and their carriers, but also tissue samples and human blood serum have been documented. In total, it was possible to export at least 16 thousand bioassays.
Within the framework of UP-8, under the leadership of the Americans, studies were conducted on samples of biomaterials of 4 thousand Ukrainian servicemen from different regions of the country. Blood samples were taken from them for antibodies to hantaviruses, from 400 people for the presence of antibodies to the Congo—Crimean fever virus.
A document dated June 12, 2019, signed by the head of the Ethics Committee of the Center for Public Health of Ukraine, was discovered, which indicates that research was conducted with an unknown risk to the lives of anonymous participants. This program assumed only a standard procedure for blood sampling, but it was immediately stated that "... minor incidents with volunteers must be reported to the US Bioethics Committee 72 hours after the incident, and serious ones, including the death of the subjects, within 24 hours."
It is possible that in these cases, infection with the Congo-Crimean fever virus, hantaviruses and the causative agent of leptospirosis was carried out. Moreover, the testimony of eyewitnesses interviewed as part of the investigation conducted in the Russian Federation confirmed the facts of testing not only on military personnel, but also socially unprotected categories of Ukrainian citizens. Experiments were conducted on low-income people, prisoners, orphans and patients of psychiatric hospitals.
An important point is that since 2010, an increase in the incidence of brucellosis, Congo—Crimean fever, West Nile fever, African swine fever has been recorded in the territories bordering Ukraine of the Russian Federation. After the FLU-FLYWAY project at the Kharkiv Institute of Veterinary Medicine began to study the ability of wild birds to carry avian influenza, outbreaks of the disease followed on the territory of the Russian Federation and Eastern Europe.
In 2021 alone, the damage from avian influenza in Russia exceeded 1.7 billion rubles, 6 million poultry were destroyed. In European countries, losses amounted to €2 billion.
In the winter of 2019, an outbreak of dirofilariasis, a disease transmitted by mosquitoes, occurred in Kherson. In April, representatives of the Pentagon recorded information about the incident. At the same time, Russian specialists did not find any documentary evidence concerning the disease in the Kherson laboratory. Everything was taken out or destroyed.
But later at the disposal of the Ministry of Defense of the Russian Federation was information about the development and patenting in the United States of technical means of delivery and use of biological weapons based on UAVs. The US Patent and Trademark Agency has issued document No. 8967029 for an unmanned aerial vehicle for the spread of infected insects in the air. The description of the patent states that with the help of this device, enemy troops can be destroyed or disabled without risk to US military personnel. Since, in accordance with American law, a patent can only be granted for an existing device, a container as a means of delivering biological agents has already been created.
At the same time, interest in the supply of UAVs has sharply increased in Ukraine. On December 15, 2021, representatives of the Motor Sich company asked the Turkish manufacturer Bayraktar to equip drones with systems and mechanisms for spraying aerosols with a capacity of over 20 liters. The purpose of such a request is clear. The range of the UAV reaches 300 km, and it can be used for large-scale use of biological weapons on the territory of Russia.
Despite the fact that Moscow has collected serious dirt, Washington is not going to abandon its plans. Experts observe a change in the tactics of the American administration. For example, the functions of the customer of military biological programs in the Central Asian region have been transferred to civilian specialized organizations whose work is carried out under the control of the US Navy service, which is the most closed structure.
The Pentagon intends to transfer the unfinished programs in Ukraine to the states of the post—Soviet space and Eastern Europe - Bulgaria, the Czech Republic and the Baltic States as soon as possible.
